There are several programs available to provide financial assistance to local businesses.  There are several programs like the SBA Cares Act, the Small Town Strong program and more.

Until further notice restaurants will only be able to provide take out.  Support our local restaurants and take out regularly.

If you are  experiencing  difficulty paying your utility bill, please contact City Hall for possible assistance at 903-342-3654.  There is also information available from SWEPCO and  Verion Wireless.

As of March 31, 2020 all non essential stores and businesses in the state of Texas will be mandated by law to close.  Remaining open will be grocery stores, pharmacies and any business deemed essential.

Small Town Strong Program

This is  reinvestment Fund for independently owned small businesses.  The goal is to keep independently owned small businesses open as much as possible during this time of uncertainty by offering assistance to those impacted by the recent COVID-19 pandemic.

The Local Animal Shelter

In 1997, the City of Winnsboro planned and built a 1700 square foot animal shelter to handle the increasing volume of neglected and unwanted animals. The shelter was started with a $10,000.00 donation and continues today
